 It's not equivalent. They control both chambers of Congress and the presidency. It was a failure of GOP leadership that a bipartisan spending bill (the Graham/Durbin proposal had more support than the CR) was not put up for a vote.

The president himself tweeted no short-term deal with CHIP, causing confusion among Republican ranks. It would've been easy to have a bipartisan deal of DACA for border security. Ryan, McConnell and Trump have said they want this, but then Trump blew it up.
